Since 2019, local experiments inspired by the principles of Food Social Security (FSS) have been emerging, exploring possible pathways toward the development of a national mechanism.
In this context, ADEME, the Banque des Territoires of the Caisse des Dépôts Group, the Daniel and Nina Carasso Foundation, and the Fondation de France have for several years been supporting initiatives experimenting with new forms of food democracy, particularly those inspired by the FSS model. The political landscape also appears favorable to the development of FSS experiments in France. Article 3 of the draft law on experimentation towards the establishment of Food Social Security (No. 386), tabled on Tuesday, October 15, 2024, proposed the creation of a national experimentation fund.
The article also stipulated that the Caisse des Dépôts et Consignations should be included in the governance of the association responsible for managing this fund. This proposal was examined in committee on February 20, 2025, and a revised version was adopted.
In light of these developments, these funders have expressed a common need: to gain a consolidated and in-depth overview of the ongoing experiments in order to better support their structuring and scaling. Let’s Food and Vertigo Lab have been commissioned to carry out this study, which aims to provide greater clarity on the current landscape of FSS initiatives in France and to equip stakeholders who wish to support them.
