FISHING & FOOD STRATEGIES :
HOW TO SUPPORT A SUSTAINABLE FISHING SECTOR? (2026)

The fishing sector faces major challenges: dwindling resources, heavy reliance on imports, and a declining French fleet. Despite the importance of the French coastline, issues related to the sea remain largely absent from local food policies. In this context, and following the 2025 UN Ocean Conference, the Let's Food association is publishing this study, conducted in collaboration with the Delegation for Local Authorities and Civil Society of the Ministry for Europe and Foreign Affairs.

TALKING ABOUT MEAT IN LOCAL FOOD POLICIES (2025)
This study explores the growing tensions surrounding meat consumption and livestock farming practices, examining the interplay of environmental, economic, and cultural issues. It aims to equip local authorities to facilitate constructive dialogue between stakeholders with sometimes conflicting interests.
Based on feedback from the field, interviews, and shared sources, it identifies obstacles and levers for collective action. The goal: to move beyond divisions to build lasting compromises within local communities. A tool for stakeholders involved in agricultural and food transitions.

MAPPING AND INITIAL ELEMENTS OF ANALYSIS OF LOCAL EXPERIENCES INSPIRED BY SOCIAL SECURITY FOR FOOD (2025)
Since 2021, between 70 and 100 local experiments inspired by the social security for food (SSF) have been developed and are continuing to develop in France to test the principles of this model. Within this proliferation of initiatives, a clear need has emerged: to consolidate knowledge about these experiments in order to inform future directions.
It is to meet this common expectation that ADEME, the Banque des Territoires of the Caisse des dépôts group, the Daniel and Nina Carasso Foundation and the Fondation de France have commissioned the Let's Food association and the Vertigo Lab research office to carry out a national study on experiments inspired by the SSF.

ADDRESSING THE CHALLENGES OF FOOD INSECURITY (2024)
Faced with rising food insecurity, local authorities are developing concrete responses tailored to the realities of their territories. Conducted by the Let's Food association for United Cities and Local Governments (UCLG), this study analyzes initiatives led by local governments worldwide. It highlights inspiring local solutions for strengthening food security. Its findings led, in 2025, to the creation of a MOOC co-developed with UCLG to share these experiences with local authorities and stakeholders in food systems.

IN 2022, IN FRANCE, STUDENTS ARE STILL HUNGRY (2022)
The number of students receiving food aid increased by 12% between January 2020 and December 2021. In response to this, Let's Food and the Student Network for an Ecological and Solidarity Society published a study on student food insecurity to better understand the factors contributing to food insecurity in the student community, identify the actors and initiatives fighting against it, and present 6 concrete actions for the State and local authorities.

OVERVIEW OF TERRITORIAL FOOD POLICIES IN EUROPE (2023)
Faced with the environmental, social, and health impacts of the food system, many European communities are committed to implementing territorial food policies. This study provides an overview of the dynamics at play in Europe and analyzes the national frameworks that facilitate—or hinder—local action. It highlights the key role of local governments in the food transition, while emphasizing the importance of national support and improved multi-level coordination. The report also identifies levers for action, particularly in the areas of local governance, financing, and capacity building for local authorities.

FOOD SYSTEMS IN OVERSEAS FRANCE (2022)
The COVID-19 crisis has highlighted the challenges of food resilience in French territories, both in metropolitan France and its overseas territories. The project "Local Authorities, Crises, and Territorial and Food Resilience" is funded by the Daniel & Nina Carasso Foundation and co-led by the associations Résolis, Terres en Villes, CFSI, RTES, FPNRF, the Labo de l'ESS, and Let's Food. This publication, produced by Let's Food in parallel with the project, offers an in-depth analysis of food systems, with a particular focus on the overseas territories. It highlights initiatives and practices that have strengthened the resilience of local authorities in the face of food crises. The study is based on research, a questionnaire administered to local authorities, and interviews with institutional and territorial stakeholders.

SCHOOL CANTEENS IN SERVICE OF SUSTAINABLE LOCAL FOOD SYSTEMS
School meals sourced from local producers represent a key lever for initiating new forms of food governance and co-creating sustainable food systems at the local level. Based on an in-depth study of food systems in 14 territories across 8 countries, the Let's Food association, in partnership with Eating City, offers a comparative approach to school canteens to highlight best practices. The findings are based on extensive literature review and numerous interviews with local stakeholders. This publication underscores the importance of sharing effective practices—whether from associations, private companies, or institutions—to accelerate the food transition.
